I do think it does, under Game Guide is says that the Crystalline parents with the same coat while with the Exclusive it says any exclusive coat.

yes, both parents have to have crystalline and its still super rare, same for exclusives like harvest, both parents have to have exclusives.

Correct me if I'm wrong, but I believe that you can only get a crystalline pup if both parents have the same crystalline pelt.

Go read the game guide under pelt rarity, anything over common has an extremely rare chance to pass on

Unless there has been a change special coats very very rarely pass on, they usually get a common coat
