There is no way to "up" a currently existing wolf's vitals- that is permanent and never changes. You can "breed up" the vital quality of your wolves and- of course- buy a Passion Flower to be used on your vital breeding female when they are pregnant.

Not directly but when you breed your wolves you can buy a passion flower to put on a pregnant female so the pups might have better vitals
