In Hoffen's backstory, the dogs he trained with were disposed of because they were just dogs and Beta had no shortage of them. I can change that, of course. Maybe the canine force bred by the rebels are seized and the young dogs (ones that can be brainwashed) are trained for Beta?

I can help NPC them if Hoffen can get into communication with them! Or maybe someone can make a messenger for the rebel forces to communicate with Beta's dogs?

Hoffen is a Cull and Beta believes he is under their control, but they only have partial control. It's pretty complicated haha He was originally bred by rebels for their own canine forces, but Beta seized the facility and kept Hoffen because he is half wolf.
