Hoalvinous, when Vandal nickered, he was quiet and only those in proximity could hear him- so Cely was the only one who could have heard him as he was aware of the herd and didn't want them to learn of his presence. And I don't believe Luar was anywhere near him as Vandal would have seen them, so it wouldn't be possible for Luar to hear Vandal.
