That would be a coincidence. The original news post does indeed say that pelt inheritance is random if it is not common.

Yes, this is correct.
The lowest rarity is 0, and the highest is 139, if I recall correctly.

It's unlikely. Whilst this is the only way to breed a crystalline pup, the chances are very low. Most of your pups are likely to have random pelts.
