I am leaving this up for others in case they experience the same thing

all I did was purchase a Cp figure and upped a few wolves dominance points and it fixed it.

My question is, even when my pack happiness is at 0 shouldn't my wolves health still go up or no?

Well, pack happiness is needed for wolves to heal fast. No pack happiness will be very very slow.
