Yeah, I've had several like that. You can FR, but not retire.

At midnight after retirement, wolves with offspring will be sent to the Heavens. Wolves without will be deleted. So to prevent screw ups in bloodlines, the game has you wait before retiring so it can keep the bloodline record.

This is not a bug.
