Typically people love when you gift to battle wolves, and for those CP on stealth, agility, battle and resolve would be loved. Perception and social after that I think
People usually give their full 30 to other players, 10 to newbies if you find one
Some people will have folders, if you're premium you might have a featured wolf that you put up for people to gift CP to (like me). If they don't have any of that, I think you just try to pick randomly or see who has a little bit of BE and might need CP.
There's no unspoken rules or expectations, but people usually dislike it when you put useless CP on battle wolves or CP on the wrong wolf. Like when you put maternal on a male and charisma on a female, they're useless that way so the CP just got wasted. It's not exactly a rule though or expectation because it happens so often.
When you click the number of packs online, you can see a full list of who's online. If you see "Welcome!" next to their name, it means they're considered new by the game ^^
