They have to put it on sale. If it's sold to a specific person, otherwise known as a private sale, you cannot purchase it.

The best way to buy a wolf is to go to Realm --> Trading Post and click "for sale" and check off any other criteria you're looking for. You can then search through wolves that are for sale.
Another way is to click "View Sales" under the chatbox and look through ads people post about their wolves they're selling. :)
