Asari, it's a bug. Just give the CP to a pack that isn't new and you should be good. You can only give 10 to a new member's wolves until it's fixed.

Relics > inventory > scroll down

Under Gift Inventory, it's the last option as 'Gift Gear To Another Pack.' Input their pack number, add in a memo if you want, and submit!

"Yes, you can put a wolf up for sale and the other pack can buy it, but it will be on the open market, so other users could also have the chance to buy it. If you have a premium account, there is an option for 'private sale' which means you can put up a wolf and only one pack will be able to buy it"
