If i purchase the explore moves expansion, will it only work if I have premium or will the 5 moves be applied every hour regardless

It will be applied regardless

Though with premium you will obviously get 45 moves an hour, instead of 35.

Yes, just as with den expansion, food slot expansions, etc. you can purchase this multiple times to gain additional spaces. :)
