I'm not 100% sure it's a bug so lock or move this if it's not a bug and it's meant to be like that

I was exploring during a flood and in the flavor text(?) it showed the flood picture , just a bit confused on if it's meant to be like that or not ^^' or if the flood picture is actually so post to be the the one above the directions and not the text box ?
