Okay, so have they made it to where you basically have to use a Raspberry or whatever to increase your chance of getting Legendary and Rare pelts? Because I just bred 2 of my females which have Legendary pelts, to 2 different males with Legendary pelts, and I ended up with 6 pups with random pelts - ALL common except 1 "rare". What's the deal? Pups used to almost always inherit one of their parents coats, at least in my experience.

Uncommon and up pelts cannot be inherited. They are random.
Only COMMON base coats can be inherited.

Am I allowed to answer? Eh, here goes nothing. If you have a wolf with a legendary pelt the chance of their pup being legendary as well is very low. The higher its worth in rarity the least likely it is you'll get it. Common pelts are an almost "guarantee", uncommon pelts are a somewhat average to be made, rare pelts are an unlikely chance and legendary pelts are very unlikely.
