I've gotten a ptarmigan feather from someone named Randy in the tundra. But now the message i'm getting is this:
"Your wolves hunger kicks in and they decide to ignore Randy and grab a Ptarmigan for themself."

How do i get a feather? Do my wolves have to be fully fed?

Are your wolves maxed in empathy? To grab a ptarmigan feather they'll have to have plenty of empathy.

Otherwise they turn selfish and eat the ptarmigan :)
