Am I allowed to auction off characters that I purchased myself if I set the AB as their price I paid for them? Basically, am I allowed to auction designs I don't own but purchased myself?

I think you can only if you have permission from the artist. If you bought it and the artist said to not resell it, you can not resell it.

If the artist has given you permission to resell you can do just that, including auctions.
