I'm not positive, but try going into explore, pick your terrain/wolves/etc, and once you are actually exploring, see if you are able to use it(in the box where you can select items to use)

Yes, you go to Explore, and ones you have picked you're wolves and you are ready to explore, you will find it at the bottom of the page. Then you choose which wolf to give it to, and that wolf will receive +3 agility for the next 20 moves in Explore (^~^)
