I believe I've seen where avatars get cycled between different ones every second or so on pack pages? If that is true how do I do that? Or is it only a premium feature?

It's called a gif - its like a short rotate between a couple of images. It's not a Premium feature, anyone can make them.

The problem is though, is that they have a large file size and therefore sometimes they don't fit the size requirements for WP, and take up too much bandwidth.

I do have a guide here that takes you through animating in a particular software.

Most graphics programs work the same way when animating. You just have to figure out where everything is.
