You have to retire wolves in order to get bones. ^^
Go to a wolf's page, go to manage wolf, and there will be an option to retire. Keep in mind, only retire wolves you don't want anymore, you can not get them back.

This, and you can also get them from killing mythical creatures (Eve, bigfoot, etc). I'm pretty sure you get 5 bone fragments every time you kill one of these
