LOL The fence needs fixed, my dad wants to get a fence like at one of our other houses but has to ask my mom's dad for permission and until then, the dogs love to dig right at the fence when they hear each other. :( So better to just take them outside when no other dogs are outside.

Ok, so I know a hero is all positive vitals. And I believe a coward is all negative vitals so what is a neutral?

Neutral is a mix, for example, +0\-1\+3\-3

Any 0s in a hero or coward make it a neutral

ok but what do vitals do? why do they exist, are they just numbers or do they have a use?

I have been told that if the weather is a Blizzard, a wolf with high Blizzard vitals would be a better explorer at that time

yep. basically vitals help your wolf in case of weather disturbances. so if your wolf has negative vitals; they give less damage than their BE level states. but if they ahve + they give more damage, and if there is a 0, it means they are neutral no boost nor harm
