I always make sure my wolves are at max agility/battle/resolve when I send them to my highest lvl. Otherwise, they're stuck in lvls 1 - 7 for BE training

Are you only allowed fifteen wolves in your pack? Or is there a way to get an unlimited amount of wolves?

If you go to Realm > Barter > Apples, you can purchase a den expansion for 20 apples. It's not unlimited though, you only get 5 more spaces for wolves per den expansion. You can buy as many den expansions as you want though.
