They just heal really slowly. Shouldn't effect much else that I'm aware of!

How do you up pack happiness?

Feeding and having your wolves drink, (full health, food, drink) and then staggering dominance leads to the best pack happiness... and I think making sure that they're all Good or Excellent with your pack!

Yeah, Zeraphia pretty much got it in one but here to confirm that pack affinity makes a huge difference in overall pack happiness. The more 'Good' / 'Excellent' wolves the better with Excellent, obviously, being the best.
