I cannot breed my alpha female to another alpha male. I want to breed her to an alpha male that is up for public breeding, but I cannot do so. If it's just something that I can't do and can only breed with alpha male in my own pack, please let me know, thank you!

This isn't a bug.
Your alpha female and alpha male can only breed to each other. It's impossible to breed alphas outside the pack.

You can change another wolf to be the alpha male/female and breed the female outside the pack that way, but it can't be done while the wolf is the alpha.

If the other users alpha shows it's up for breeding that's only because it was up for breeding while it wasn't the alpha, you can't really breed to it though

They can only be up for breeding if they were put up for breeding when they were a lower rank like beta. So if a wolf is beta and becomes alpha they will not be taken down for breeding you will just be unable to breed to that wolf.
