1.) Scroll down to "Manage your wolf"

2.) Find the option "Free Range" and click that, check the box and submit.

It's under retire now because free ranging is essentially the exact same as retiring. The only difference is you get a bone and can memorize retired squirrels and you get nothing from free ranging

You are not permitted to transfer anything between accounts. Thats called chstuff cheeksing and will get all for accounts banned.
