I think MediBang works on a chromebook, it a pretty good app to draw with.

Medibang is a great software to use. It has everything that you might need all for free.

Autodesk Skectchbook is great, too. Its what I use, and I have the Pro upgrade. It costs money for the upgrade, but the software allows you to do some things that Medibang doesnt offer.
