thats what I thought, but Im real nervous as im spending 1k's of mush for my maternal/charisma, so i need to be absolutely sure

I do Max my females but when ever I don't I make sure they always have 30 CP for maternal and I get three pups every time

I almost always, when breeding, make sure the male has full charisma, so I really am not the person to ask :') I try to keep my females maternal above 60, typically. Always a guarantee for three pups. 30 maternal could also work, don't trust it as much though. |

Hmm... I always thought it was 0-20 for 1 pup, 40 for the chance of 2, and 60 for a greater chance of three. |
