gifmaker.me, or kinemaster (If you don't mind a watermark, it allows music though) is what i use for my short animations/animation memes and gifs, along with procreate's animation help thing but procreate is (7?) dollars, but i'd say worth the price for such cheap one-time-buy software.

So my animations are made from a mash of two programs ( here's an example of my work if you want) - I use firealpaca for the drawings (it has onion skin mode + autoplay so you can preview things) - Wick editor to add music and mess with the frames. It has a timeline, so I can drag the frames to be longer or shorter to match the audio. - Firealpace is free to download, and wick editor is on the browser! --- Krita also has animation, but you'll need FFmpeg to export the animation and I had no idea how to do that, haha. - Macromedia flash is another, although I've never used it. - All options are mainly for PC.
