if you go through the custom maker and select each one it'll say under the image the rairty and how many wolves have that pelt.

so the rarest pelt in the game right now based on fewest wolves having it is probably the most recently added

rarest pelt based on breeding probability would be another thing

edit: LowPeltRoster - there is this forum that lists those numbers

At the moment, the lowest frequency pelt in the entire game is, as aforementioned (kinda), Otso.

Otso looks like this with no markings.
