Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

This item's purpose was inspired by a chat post I saw, it'll freeze a wolf's age so that they won't die unless you choose to retire them. However, of they are frozen they won't be able to breed.
