Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

Dem White Girls has been having problems with her den.

Other people see in her den that she has -1 spaces left.

She sees that she has 2 spaces left.

2) Den Expansions are five slots. That wouldn't work.
