It could be that the council had existed, at one point, but something had happened that caused all but the Timekeeper to still have their role. So the apprenticeship is to get them back.

Still a lot to go over and figure out and whatnot, but that's the just of the idea I have to try and combine the two ideas

Most people know of the Timekeeper, in the same way people know of the easter bunny or bogeyman. A story, a myth, something to tell kids about.

The same would've been true for the other council members too

For an example of what I mean by 'place';

The Timekeeper resides in the 'Clock Tower', where the floors and stairs and walls are gears and the walls are lined with clocks from the floor all the way to the ceiling, and the clocks can even be switched out through the walls to bring more out. The gears are able to move them around to keep them on schedule and focused on whatever clock they need to be focused on.

also this just seems so cool to me and somehow reminds me of Bloodborne. no idea why it does, but considering Bloodborne is one of my top five games, i would say thats a good thing
