For example, if a user is reminding another user of the rules, correcting another user, etc.

Only moderators have the authority to do staff-related duties and if another user attempts to take on these duties it leads to large amounts of trouble. Because mini-modding is strictly against the rules, if you see a user mini-modding it should be reported (with screenshots) to a staff member.
