I would definitely not go below what your previous price was but it also depends on how much of WP you want to filter out (like who can afford it). Depending on how fast you are going to complete commissions I'd recommend auctions because it's common to set a higher AB than your regular commission price.

Definately at least 15-20 tomatoes for a simple flatcolor/lightly rendered fullbody. You could do a lot more for fully shaded with a background, and less for smaller art pieces.
