It's not a bug if you never clicked 'use' on the figurines; The CP doesn't just automatically appear at the top. Scroll down all the way to the bottom of your den and click 'Use' where the figurines show up. That will add the CP from the figurines to your regular amount at the top of your page, which you can then place on your wolves however you want.
