I think defects like albino should add or reduce in a wolfs rarity.

I heard a rumor somewhere, that defects are just totally luck. For example, if you bred an albino to an albino, it still would be pure luck if you got an albino. Is this true, or not?

Well, it's all based on chance. However, if one or more parents are albino (as in your example), there's a greater chance of a pup having the albino defect. Here's my example to show you:
