Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

I have a little starter ready for Moose but, y'know, he's just doing his thing haha. There's not a ton to do until the main plot starts. (Not that that's an issue!)
