I need some help. I would like to start drawing art on either my tablet or computer but am not sure which programs to use. Got any suggestions?

Or Photoshop, both are on tablet and computer, but Photoshop costs money.

Photoshop is extremely expensive and for someone who is just looking to start digital art, I wouldn't recommend it. For tablets and phones there are multiple free or cheap drawing apps you can get, as for on computers there are also online art programs. Krita is one you can download with is free and apparently is very good, though I haven't tried it myself.
If digital art catches your interest, I can recommend looking into cheap graphics tablets. I know you can get some cheap ones second hand.

For tablets, go with a cheaper one, but definitely go with a tablet that has a trustworthy brand. Wacoms are very reliable as starter tablets, and if you have issues, the customer service is great.
A few free programs that are good are: - Gimp (better for manipulations) - Medibang (illustration) - FireAlpaca (illustration) - Krita
PaintTool SAI is not free, but if you feel like trying it, definitely make sure you go to a reliable site as there are many harmful sites that will try to do nasty things with your computer :/

You can always get your basics down using an easy program like FireAlpaca or Medibang. They work similar enough to Krita and Photoshop that you can transfer some skills over.
