Medibang is a great software to use. It has everything that you might need all for free.
Autodesk Skectchbook is great, too. Its what I use, and I have the Pro upgrade. It costs money for the upgrade, but the software allows you to do some things that Medibang doesnt offer.

I'm honestly a true sucker for medibang, but I know a few people who really prefer firealpaca, it's really up to which you line most. Medibang is my go to art program. I'm not sure if it works on chromebook though.
