I'm impressed if your computer is old and still works. I hardly used a computer (It was maybe 4 years old) and it just up and stopped working this summer.

I used to use kleki(or however its spelt) for all my art because I used n old windows computer that had the same issue with down loading.
its pretty much like medibang except more simple. layers is pretty much the most important thing you need for amazing art. on kleki you can choose the opacity of layers which is ok but I would recommend doing what I did and switching to sketchpad 5.1 it is still imple but it has many more options.
I now use medibang so I cant help much further than that but best of luck and on kleiki if you have a drawing tablet that you connect to you computer with usb it makes it much easier,my drawing tablet is the starxp-pen one its not too expensive but works like any other pad.

I'm not sure if any art programs that you don't have to download. The only thing I could think of is using IbisPaintX on your phone/ iPad/ other device if you have one.
As for the lineart thing, you have to make another layer that's under the lineart layer, and color there. You can erase the color without harming the lineart.

You could try using Aggie.io?
It's a free online paint site. (Also, I use layers when I color line-arts. Using layers won't erase the original lines, I usually just color it in on a separate layer, then erase the outer/excess colors so that everything is inside the lines)

I use MediBang Paint Pro, it's free but you have download it. Once you download it you wont need internet to use it. Less than 50 MB, so pretty small(at least for me). Has over 100 different brushes to use. There are new updates every one and a while(I think monthly but not sure, and updates aren't that big). Also works on mobile. It's kinda confusing to use at first to use but really fun to use when you get the hang of it. There are many other features( I don't feel like typing them though XD)
