On the page of the wolf you want to see the ratings of, click "manage your wolf." Then, click "rate wolf." It is 50 mush for each rating, but an apple if you want an actual numerical value!

You can also use a Bald Eagle Feather to get a generic rating for Howling and Wrestling at the same time.

If you buy one, don't pay more than 100 mush for it.
