The encyclopedia says that she is encounterable starting at level 5. In my experience all bounties are pretty random. You can go a few levels without finding a single one or run into three in a row. It's just up to chance.

1) I don't know if that upload site is allowed

2) You need to credit yourself with your pack numbers, not your name because your name could change :)
