Okay... One issue: My GSD is a bit of a biter. He hates baths and tries to attack blow dryers. >_>
I've tried desensitizing him but so far it isn't working very well.

Im trying to figure out how people get that soft kind of paint look in digital art like it looks very smooth.
Im struggling to figure it out as I want to branch out my art abilities
Can someone familiar with that style please help me?

A lot of that is the brush and canvas size.

The smaller the canvas, the more pixelated / blocky it's gonna look.

Bigger canvas allows more pixels to blend together.

Brushes I've seen people use;

airbrush, watercolors, paint brushes

sometimes even the art program you use can help too.
