How do you make a palette? I would like to make palettes for people, but I have no clue how. Do I need premium for it?

Also, how do I get a custom palette for myself? Im assuming I need premium, but how does it work?

Well, this is the first step. Once you get Premium, there will be a box to code a palette under Manage Palettes. You can use that code box to code whatever custom palette you would like. If you're not good at code, there's also a base that you can use and just change the colors of.
