Depending on what your looking for, like rageing stormz said, krita, medibang, and fire alpaca are fairly good free programs, but for paid programs I'd recommend something like clip paint studio or paint tool sai, from my experience with digital art programs. Clip studio paint has to be my favorite program out of them all though and it goes on sale rather often.

so I tried shading again and I think it turned out well plus I had fun playing with the lighting so it might look a bit off since I was a little lighting happy xD

Plus decided on a YCH to celebrate the fact that I can somewhat do shading xD
