What if there is no sanctuary left? What are the other countries like?

While I do want to develop the other countries (and I do have several ideas for them), I want to keep the scale of the RP as small as possible. Already having the characters travel across the entirety of America opens a plethora of possibilities that everyone will have to keep track of. Besides, realistically, considering how methods of communication has been severely restricted, I don't believe that America would know anything about the status of other countries.

Edit: I do think that Icarus is still up and running. It just probably isn't doing as well as it's supposed to.
