Yes, you can breed a wolf with the Infatuation boost anytime. You have to wait until the next wolf party event for a first generation one, though

Here's a guide to moods.

Moods don't affect pack happiness or anything of the sort. They're caused by things they do in explore(aside from sad, in labor and exhausted)

They reset back to content at midnight gametime, which he is back to content as it's reset
