I am on level 2 in the first plot land under explore. I have killed all my enemies and beaten my enemies but the game won't let me unlock a new level. I even bought an explorers map but their are no unexplored tiles. This never happened with my past packs so I don't know what to do. I would really no like to restart my highest level. I still have explore moves left

You sure there aren't any unexplored tiles and that your Explore bar has no small sliver of tan at the end?? They're very small and difficult to see on the Explorer's Map.

If that's not it, then your best bet would probably be to restart. A benefit is that your wolves can build up their strength this way too.
