If you build your female's Maternal stat or your male's Charisma stat, you can have up to 3 pups.

Pelts assigned are a random combination of the parents.

If by twins you mean that in litter you get two pups that look the same and in some cases even have same boost or defect then yes, but I don't know how common they are. I just know it happened to me at least twice, but I bred a lot of pups and I usually only rememeber those with boost cause they are my goal in breeding.

Besides it being cool, it has no special effect on wolves ^^ thou I think they are easier to sell as a pair if you point it out
