Also, those who have been in it before. Should I:
A). Keep the current master list as before with the same hierarchy system
B). Change it where they are different groups depending on what clan you're in. For example, each clan rules a section of the empire (city), while the emperor rules over the entirety territory. Basically, each clan has its own appointed leader, territory, businesses/jobs that differentiate from the other clans, cultures, etc.

Simon's attitude probably won't ever change drastically, like, he won't ever be where the other quote is but he might not be as quick to kill others for his own survival and unapologetic for it.
