I think gangs should be separate and maybe meet up/ bump into each other at the park/aka neutral territory. From there they can maybe discuss joining together? They're feuding right? Maybe there can be a bit of a fight, a disagreement.

On another note, thought about how to start this off. The monster is raiding/invading Gang 1(either one), whether it be a patrol or something. Just a group of canines on their territory. It chases them/terrorizes/attacks them and runs them right into Gang 2's territory. Either they run into a patrol or right into Gang 2's camp. Something like that might be fun. Let me know about ideas. It could spark the reason why Gang 1 and 2 need to merge.
