Explore Upgrade is a free upgrade given to whichever faction has the most PvP(Pack versus Pack) wins at the end of each month. It is so you may explore I believe every half hour instead of every hour.

At the bottom of the account. It shows every upgrade you have gotten/received/bought. Meaning that if it’s at zero, the upgrade is expired.
